ULBPay is a digital municipal collection platform developed by Nwaresoft to simplify and streamline tax and fee collection for Urban Local Bodies (ULBs). The platform enables authorized field agents to collect municipal payments through Android-based POS devices, helping municipal authorities improve collection efficiency, payment traceability, and operational visibility.
Designed for multi-ULB and multi-state deployments, ULBPay supports digital municipal services through integrated technology, convenient payment options, and digital receipts.
The Challenge
Municipal authorities manage a wide range of taxes, fees, charges, and civic payments across multiple services and collection points. Traditional collection processes can create challenges in payment tracking, receipt management, reconciliation, and visibility into field operations.

Nwaresoft developed ULBPay to digitize municipal payment collection through an integrated platform combining Android POS devices, payment processing, government portal integration, and centralized monitoring.

Application
Equips authorized field agents with an Android POS application featuring bill lookup, barcode-based bill scanning, UPI QR generation, and offline data synchronization capabilities.
Centralized
Administration
The administrative portal enables authorized officials to review collections, monitor agent activity, manage float balances, generate reports, and export transaction data.
Digital Records &
Security
Digital receipts and transaction references support traceability and reconciliation. The platform also incorporates AES encryption for citizen personally identifiable information (PII), as specified in the project brief.
